How to Add Importer - Form 5106

With the latest revision to the 5106 on ACE, there is a need to understand the different fields of the form as well as the new additions. Listed in this how to, will include a list of all the fields and what information is needed in them, as well as the explanation of where to check when you've transmitted the 5106 and what sort of response you will need.

Instructions

This guild will go over the steps you need to take in order to fill and transmit the 5106:

  1. In order to access the Query/Add Importer - Consignee screen you first enter the Core module and there select the Import & Consignee option and press the Transmit button.
  2. The Query/Add Importer - Consignee window will then open up. To add an importer fill in all of the information requested by the screen. We've added an explanation of each field below in order to better explain what each field means.
    1. Type
      • A code identifying the type of importer. This code is required for all U.S. importers.
    2. Importer Id
      • A code used to identify the importer.
      • Space fill if the Action Code is N
    3. Action
      • Action Code determining what the transmission will be doing.
        • A – Add an importer number
        • U – Update an existing importer number
        • N – Apply for a CBP assigned number
    4. Full Name
      • Importers full legal name.
    5. Qualifier
      • Valid Name Qualifier Code
        • DIV – The name of the parent company if the importer is a division under the parent company
        • DBA – The name the importer is doing business as
        • AKA – The name the importer is also known as
    6. Qualifier Name
      • Depending on the code you put on the Qualifier you would put the name required by the selected code, please review the Qualifier section.
    7. Mailing Address
      • If the importer has separate mailing and business addresses, the mailing address must be shown as the first address. If the mailing address is a post office box, a second physical address must be provided. If the mailing address is a rural route and box number or HC (Highway Contract) and box number, a second address is not required, Address Type is also validated.
    8. Contact Email
      • The Email to contact the importer.
      • If there is not enough room, provide overflow with Record Identifier TN. Maximum length is 100X
    9. Website
      • The Website URL Address to contact the importer.
      • If there is not enough room, provide overflow with Record Identifier TN. Maximum length is 100X.
    10. Phone
      • A Phone number to contact the importer.
    11. Ph Ext.
      • A Phone number extension to be used when contacting the importer.
    12. Fax
      • A fax number to contact the importer.
      • If applicable, provide country code.
    13. Entries Per Year
      • Indicate the number of entries the importer is planning on filing per year.
    14. Program Code 1
      • Provide if Entity is registered on a Valid Program(CTPAT, ISA, AEO, PIP)
    15. As Importer
      • Will be used as Importer on Entry
    16. As Consignee
      • Will be used as Consignee on Entry
    17. As Drawback Claim
      • Drawback Claim that will be used on Entry
    18. As Bill or Refunds
      • Bill/Refunds that will be used on Entry
    19. Certifying
      • The Last Name (max 40 characters), First Name (max 40 characters), Middle Initial (max 18 characters) of the person certifying the submission of the 5106 form.
    20. Title person submitting
      • The title of the person submitting the 5106 form.
  3. After you've finished filling out all the fields, press the Transmit button.
  4. In order to check how the transmission went, go to the US Custom Clearance module and select Transmission Log.
  5. Look for the 5106 Transmission, it will look like the image below, and see what customs has responded with. If the message is the same as the example below, this will mean that the Importer was added to their system.


One thing to note on the Transmission Log, is that the response customs will include the CBP Registration Number that customs has assigned that importer. For an example of the number please look at the step-by-step guide and its included in the Transmission Log section.
