How to file a manifest Section 321

 

 

 

In this document you will find the step-by-step to create a trip with a Section 321 shipment type.

A section 321 is a U.S. shipment type for goods to clear through CBP on an ACE Manifest. This type of entry (informal) allows the release of goods with a maximum value of $800.00 USD. The shipments released under the Section 321 are tax and duty free. CBP is entitled to deny the release of this type of shipments taking into consideration the risks on the different types of merchandise.

As of March 7, 2016 informal entry limits increased from $200.00 USD to $800.00 USD for Section 321. On November 26, 2018 CBP started a phased approach for the infringement of Section 321 on ACE Manifests. Beginning January 1, 2019 CBP will require an ACE Manifest for all shipments under Section 321. A monetary penalty starting at $500 for the first offense, will be imposed if ACE Manifest is not declare for Section 321 shipments.

Although a Section 321 shipment is different than a regular shipment that has a SCN, there are a lot of similarities in the filing of an ACE Manifest. The following are the required fields:

  • Equipment Number

  • Shipment type (Section 321)

  • Shipment Control Number
    SCN: YYYYMMDD

  • Quantity

  • Unit of Measure (UOM)

  • Weight (KG)

  • Shipment Value (USD)

  • Goods Description

  • Country of origin

  • Shipper

  • Consignee


Just like an informal entry, a Shipment Control Number is not issued; therefore, SCN needs to be elaborated as following format: YearMonthDay (YYYYMMDD). SCS must be a unique number; consequently, in the case of needing multiple SCN the same day, you can add the letter “A” at the end of the SCN to comply with this requirement.

NOTE: Field “Country” will only show when shipment type Section 321 is selected.

NOTA: Since shipment is an informal entry, no “Entry on file” response will be received. Just make sure to receive “COMPLETE MANIFEST FINALIZED” message .
